    Council on items not related to a public hearing or Council action item for the
    Council. The intent is to provide information that is pertinent to the City’s
    jurisdiction. Each speaker will be given three minutes to address the Council as
    one body, not to individuals. At the conclusion of public comment, Council will
    have an opportunity to respond.
    This meeting will proceed in an effective and courteous manner. Citizens and
    Council members will be allowed to state their positions in an atmosphere free
    from slander, threats, or other personal attacks. Signs or placards, outbursts of
    applause, campaigning for public office, or other disruptive behavior will not be
    tolerated.
