Library Is Not Being Evicted

Still confused about the library issue (no eviction notices have been given).
Seven-minute video clip of the BCC discussing the library issue. :

Key parts of the video:
1:48:24 – starts the library issue
1:44:28; Barnett: Like we have some issues arising from facilities, as mentioned that we have a roof that’s failed, failing, it’s failing.
1:52:39; John West: But at a dollar a year, you have no money to cover it unless you take from the Sheriff’s Department, which pays into property reserves and everybody else that pays into property reserves and keep robbing Peter to pay Paul.
1:52:54; John West: And so it’s the the board can either choose to give a 30 day notice that you’re going to terminate the the agreement and you want to negotiate a new agreement, or you can bring them in them to the table to try to do the same thing which we haven’t got nowhere yet.
1:54:13; John West: We exercise the 30 day clause and I got so many papers going on here and 15 point right here. 15.2 or termination under 1515.115 point 215.3 per cause.
1:54:57; John West: It doesn’t mean they’re kicked out of the building, It just means that this lease agreement for $1.00 is no longer in effect and now they have to come back and negotiate what is sufficient for the county asset.
1:55:45 – Ends

As stated, the BCC is not closing the library it merely is forcing the library to renegotiate a $1 lease agreement, so the county does not continually go in the red for the required repairs (in this case a failing library roof). Again, I stress nobody is trying to close the library.
